About the Job:
MEAL Officer will be responsible to prepare the tools required for the assessment and train the enumerators to use it during interview and FGDs. Also, will be responsible to prepare the MEAL and quality assurance reports.
The MEAL Officer will be under the supervision of the Project Manager, the MEAL Officer will be responsible for developing proper monitoring and evaluation plans based on the major indicators of the project, to ensure relevant project activities are tracked and maintains monitoring and evaluation system to best measure the quality, progress and impacts (results) of all project activities. The position will be based in Mareb Office with frequently travel visits to the targeted areas.
KEY RESPONSIBILITIES AND DELIVERABLES
• Ensure timely and accurate reporting against the monthly performance indicators for the project, supporting the project manager to run review meetings and compile/ follow up on action points.
• Promote accountability to beneficiaries by conducting accountability assessments and supporting program staff to develop information sharing materials.
• Set up complaints, feedback and response mechanism to ensure that the community has a chance to give feedback to the organization and partners about the project.
• Develop output and outcome level data collection tools (as per project M&E plans),
• Carry out field visits to assess project performance in line with the targets, work plans and facilitate in order to ensure cost effectiveness and efficiency in the implementation of the project.
• Carry out monitoring activities for the project , building on routine project monitoring to introduce quality and outcome monitoring.
• To review and revise all of the reports sent from the field and to ensure all of the figures collected matches the targets outlined in the proposal.
• Track the project process by which the intended outputs are being produced to fulfil the purpose of the project.
• Assist in the development of case studies/success stories and other communication items.
• Identify and document lessons learned/best practices including critical success factors and opportunities for improvement.
• Any other tasks as requested by the line management.
Essential Requirements:
• At least a university degree in statistics, or related field
• 3 year experience working in humanitarian work and /or international development, and experience of working on M&E and/or accountability to beneficiaries
• Experience of both qualitative and quantitative data collection,
• Knowledge and/or experience of working on accountability initiatives
• Excellent verbal/written communication and relationship building skills.
• Computer literacy of using Word, Excel a plus and access.
• Proficiency in the English language.
• Excellent skills in report writing.
• Knowledge of the major evaluation methodologies (qualitative, quantitative, mixed method, and impact) and data collection and analysis methodologies
• Excellent written and oral communication skills.
• Strong attention to detail, organizational. and time management skills
• Willingness and ability to travel
• Computer proficiency
• Ability to handle multiple tasks simultaneously in a fast-paced environment, set priorities, and meet deadlines
• Ability to design and implement efficient work flows and procedures.
